This study examines the legal feasibility of different options for legislative measures that could be put forward by the Commission in order to boost uptake of zero-emission vehicles in corporate fleets.
In particular, the following options were analyzed:
- Revision of the Clean Vehicles Directive13 to expand its scope to private fleets, setting zeroemission vehicles quotas for companies owning fleets of 25 vehicles or more;
- Separate legislative proposal (Directive or Regulation) setting zero-emission vehicles quotas for
companies owning fleets of 25 vehicles or more; - Other types of EU level measures that could be appropriate to set zero-emission vehicles quotas
for companies owning fleets of 25 vehicles
